A raider in Oblivion needs to be able to do two things: raid dungeons fast and carry a lot of loot. Creating a character to carry a lot of loot requires lots of strength. Since the character needs to be able to raid dungeons fast, the raider needs a lot of health. Let's just say, stopping to heal isn't an option. :)
