The Spin Blur allows you to add radial movement to a static image. In this episode, we use the Spin Blur to rotate the wheels and tires of a car, making it look like it's actually moving, even though the shot was taken with the vehicle standing still.
We'll show you how to apply multiple Spin Blurs to multiple wheels, mask them so only the wheels and tires are affected, and add a separate blur just for the tire tread so the whole car reads as if it's in motion.
CHAPTERS

1:06 Duplicating Your Background Layer
1:29 Opening the Blur Gallery Spin Blur

10:40 Grouping Layers and Reviewing the Result
THE STEPS
1. Duplicate your background layer so you can mask in just the blurred areas later
2. Go to Filter, then Blur Gallery, then Spin Blur
3. Adjust the blur angle, blur center, and size to match each wheel
4. Hold Alt/Option and click to reposition the blur center
5. Hold Alt/Option+Cmd/Ctrl and drag to duplicate the spin blur for additional wheels
6. Add a layer mask and paint black to hide the blur everywhere except the wheels and tires
7. Duplicate the background again and apply a separate Spin Blur sized for the tire tread
8. Mask that layer with a black-filled mask and paint white only over the tread
9. Group your blurred layers together and toggle visibility to compare before and after
